Sadiq Khan, Chair
Sadiq Khan is the Mayor of London and has appointed himself as Chair of TfL.
Sadiq was born in London and has lived here all his life. His parents moved to London from Pakistan in the 1960s. He was state-school educated in Tooting before studying Law at the University of North London. Sadiq and his wife have two daughters.
Sadiq became a solicitor specialising in human rights and was a councillor in the London Borough of Wandsworth from 1994 to 2006.
In 2005 Sadiq was elected MP for Tooting. He was appointed Minister of State for Communities in 2008 and later became Minister of State for Transport, becoming the first Muslim and first Asian to attend Cabinet. He was also Crossrail Minister.
In 2013 Sadiq was appointed Shadow Minister for London, and in 2015 he led the Labour Party campaign in London in the General Election.
Sadiq is a big sports fan, especially football, boxing and cricket. He ran the 2014 London Marathon, raising money for the Evening Standard's Dispossessed Fund.
Seb Dance, Deputy Chair
Before joining the Mayor's team, Seb served as a Member of the European Parliament for London from 2014 to 2020, during which time he was Vice Chair of the Environment Committee, Co-ordinator for the S&D Group on vehicle emissions, and spokesperson for the S&D Group on air quality. He was also Deputy Leader of the European Parliamentary Labour Party.
Earlier, Seb worked for the charity ActionAid UK and was Special Adviser to the Secretary of State for Northern Ireland.
As Deputy Mayor for Transport, Seb will focus on delivering the Mayor's Transport Strategy, ensuring 80% of all journeys in London are on foot, by cycle or public transport by 2041.
Zoë Billingham CBE
Zoë Billingham CBE, a lawyer by background, has 17 years of experience promoting improvement in policing and other public services through inspection. A seasoned broadcaster, she advocates to stop male violence against women and girls. As Chair of the Norfolk and Suffolk NHS Foundation Trust she is focused on ensuring better care for people with a mental health diagnosis.
She is Chair of the national Police Remuneration Review Bodies, a Member of the Senior Salaries Review Body and a Trustee of SafeLives, a charity committed to stopping domestic abuse.
She was awarded a CBE for public service in 2022.
Greg Clark CBE
Prof Greg Clark CBE FAcSS is: Senior Advisor, Global Cities & Urban Innovation, New London Architecture, Chair of The Connected Places Catapult; Chair of 3Ci, the Cities Commission for Climate Investment, an Hon Prof, Strathclyde University and Fellow of the Academy of Social Sciences. Greg is also the Chair of the UK Government External Advisory Board on Secure Connected Places.
Greg's former roles include: ten years as a Board Member of the London Economic Action Partnership (LEAP), Group Advisor and Global Head, Future Cities & New Industries at HSBC Group, Chair of the OECD Forum of Cities and Regions, Senior Advisor to the World Bank and Inter-American Development Bank, Global Fellow at the Brookings Institution and Global Fellow at the Urban Land Institute, a member of the UK Urban Centres Recovery Task Force, Chairman of the London Stansted Cambridge Consortium, Chairman of the JLL Cities Research Centre, Commissioner on the West End Commission, member of the Crossrail 2 Growth Commission, and member of the West Anglia Task Force. Greg is co-founder of The Business of Cities Ltd. He is a writer, speaker, and broadcaster and author of 10 books and numerous reports on cities, mobility, sustainability, investment and innovation.
Councillor Ross Garrod
Councillor Ross Garrod has been the Leader of Merton Council since May 2022 and is nominated to the TfL Board by London Councils. He has served as a Councillor since 2014 and served as Cabinet Member for Street Cleanliness and Parking from 2016 to 2018. Prior to becoming Leader, Councillor Garrod worked on the Crossrail Elizabeth Line project and at London City Airport.
Councillor Garrod has lived in Mitcham all his life and studied at Queen Mary University of London. Sport plays an import role in his life and it is the access to sport, and the positive impact it can have on people's health and the community that has led to his ambition for Merton to become London's Borough of Sport.
Anurag Gupta
Anurag Gupta is Chief Risk Officer and Chief Operating Officer at Sequoia Investment Management Company, with primary responsibility for the risk management and compliance of its infrastructure debt funds - he also oversees all day-to-day operations. He has 25 years' experience in project finance, project management, infrastructure investment and appraisal, risk management, M&A and financial advisory.
In January 2024, Anurag joined the Steering Committee of the UK India Infrastructure Financing Bridge (UKIIB) - a joint initiative of the City of London Corporation and the Government of India's NITI Aayog.
Anurag previously worked at a Big-4 professional services firm as an Infrastructure Advisory Partner and the Global Sector Head of Power. Over his career he has accrued extensive transactional experience across infrastructure sectors such as transport, power and utilities, renewables, TMT and social infrastructure among others. Early in his career he gained experience in passenger and freight railway operations and management.
Anurag holds an MBA from Tulane University, USA, a Bachelors degree in Mechanical Engineering from the Engineering Council, UK and a BSc from Calcutta University, India. He is a former member of the Board at The Staff College.
Deborah Harris-Ugbomah
Deborah Harris-Ugbomah trained as a chartered accountant in financial services with PwC before moving into investment banking and venture capital. Deborah has extensive executive and Non-Executive Director experience in risk, assurance, IT transformation and corporate/regulatory compliance in financial services and the public sector, including NHS and non-profits.
Deborah is an Independent Member of the Audit and Risk Committee of the Crown Prosecution Service, Chair of the Audit and Risk Committee and Governor of Trinity Laban Conservatoire, and a Trustee of the Children's Society and Chair of its Audit, Risk and Compliance Committee. She is an Institute of Chartered Accountants in England & Wales (ICAEW) elected member of Council, and was the first black person in 152 years to be successfully elected as President of the London ICAEW chartered accountants.
Alongside consulting for BuckStop Digital/AI and media agency, Deborah is co-founder of InspiringTomorrow, an initiative focused on establishing industry connections and contacts for female students pursuing STEM careers. She is also founder and President of Lean In UK, a network that promotes women's empowerment.
Tanya Joseph
Tanya Joseph is a public and corporate affairs expert who started her career as a journalist before becoming press secretary to a Cabinet Minister and then a Prime Minister. Since then she has held senior communications roles across a wide range of organisations, providing counsel to senior leaders across the private, public and non-for-profit sectors, helping them protect and enhance their reputations, manage their risks and communicate effectively to their audiences. She was the architect of the multi-award-winning This Girl Can campaign which in its first year inspired 2.8m women in England to get active.
She is chair of the Cherie Blair Foundation for Women, which works with women entrepreneurs in lower- and middle-income countries and holds other non-executive roles at Creative UK, the London Philharmonic Orchestra and Royal Ballet and Opera. She has a special interest in equality, diversity and inclusion issues supporting leadership teams to navigate their way through this increasingly vital space with credibility, helping them build trust as they progress. She works with clients to create more diverse and inclusive workplaces, engage with authenticity with diverse audiences and develop products and services for diverse customers and consumers.
Arthur Kay
Arthur Kay is an entrepreneur, urban designer and advisor. His work on building solutions for sustainable cities has been recognised by the UN as a Sustainable Development Goals Pioneer, The Guardian as Sustainable Business Leader of the Year, MIT Technology Review as a 35-under-35. He is a Board Member of the Museum of the Home and Fast Forward 2030, and an advisor to Innovo Group and the Royal Academy of Engineering.
Arthur is the founder of several urban design and technology companies, including the clean technology company Bio-bean (acquired 2023), the design, technology, and development company Skyroom, and the £100m private equity fund The Key Worker Homes Fund. He studied architecture at UCL's Bartlett School of Architecture, and entrepreneurship at Stanford's Graduate School of Business.
Anne McMeel
Anne McMeel is a Member of the Chartered Institute of Public Finance and Accountancy and is currently holds non-executive roles on the Board of the Houses of Parliament Restoration and Renewal Delivery Authority, the National Crime Agency, and the Board of the Rail Safety and Standards Board, where she is also Chair of its Audit and Risk Committee.
Anne has held executive posts at the former Greater London Council, Inner London Education Authority and the London Borough of Enfield before becoming the Director of Finance at the London Borough of Sutton. In 2001 she joined the newly created Greater London Authority as its first Director of Finance and Performance before moving to the Metropolitan Police Service in 2007 as its Director of Resources until 2012.
Since 2013 she has been pursuing her interests in cultural activities and travelling and has used her skills in new environments, including as adviser to KBR and in non-executive positions on the Keech Hospice Care Board, at the Ministry of Defence and on the Board of the Houses of Parliament Restoration and Renewal Delivery Authority as well as an independent member of the Arts Council England Performance and Audit Committee.
Mark Phillips
Mark Phillips has worked in the rail industry for over 30 years. He is currently chief executive of the Rail Safety and Standards Board (RSSB), a Director of CIRAS Limited and Railway Documentation Drawing Services Limited (both subsidiary companies of RSSB) and a member of Transport Research Innovation Board.
Mark's former roles include Regional Director for Network Rail Anglia, deputy managing director London Eastern Railway (Anglia) and up to 6 November 2020 deputy chair of the British Transport Police Authority.
Mark has a BA (Hons.) in Economics from York University, is a Fellow of the Institute of Transport and Logistics and a Fellow of the Institute of Railway Operators.
Marie Pye
Marie Pye has a significant background in equality and inclusion with a particular interest in transport. She is currently a member of the Consumer Expert Panel for the Office of Rail and Road and member of the London Legacy Development Corporation Planning Decisions Committee. She is also a member of the Expert Group for the Bar Standards Board focusing specifically on equality and diversity and an Independent Panel Member of the General Optical Council. Marie was previously a member of the Independent Disability Advisory Group at TfL and chaired this group. She was also chair of the Disability Equality Advisory Group at Defra and Lead Member for equalities for London Councils.
As well as working in a senior role for seven years at the Disability Rights Commission, Marie has advised a range of organisations on equality, diversity and inclusion. This includes Premier League football clubs, transport bodies, regulatory organisations and private sector companies. Marie is also a local councillor in Waltham Forest and currently chairs the Growth Scrutiny Committee.
Keith Richards OBE
Keith Richards OBE is a barrister and CEDR-accredited mediator specialising in equalities and consumer rights. He has served as an independent member and non-executive director on bodies in the public, private and third sectors in a variety of industries and professions, delivering challenge and specialist expertise on consumer advocacy/representation, equality and inclusion, dispute resolution and redress.
Other current roles in the transport sector include as a Non-Exec Board member of Transport Focus, Co-Chair of the Heathrow Access Advisory Group (HAAG) and Chair of the Board at the National Centre for Accessible Transport (ncat). He also serves as an independent member of the General Chiropractic Council, and as a Board member of the Private Healthcare Information Network. Keith is currently a Panel Member at the Competition and Markets Authority and Chair of the Renewable Energy Consumer Codes (RECC) Non-Compliance panel.
He was awarded an OBE in 2022 for services to access and inclusion in the transport sector.
Omid Shiraji
Omid Shiraji is a portfolio Chief Digital and Information Officer, advisor and non-executive director with a career spanning both the public and private sectors. He has enabled international growth, complex mergers and acquisitions and led significant organisational change, always focused on creating socially beneficial outcomes.
He is a non-executive director for the East of England Ambulance Trust and a board trustee for P3 Charity, where he provides critical expertise in digital, technology, data and innovation. He holds a regional role as a member of the Mayor of London's Data for London Board and set up the London Office of Technology and Innovation (LOTI).
He is passionate about improving diversity in the tech and data sectors and contributes to the future of technology and data-driven innovation, working in a consulting and advisory capacity with a range of London boroughs and businesses.
Peter Strachan
Peter Strachan has over 40 years' experience in transport in the UK and Australia. He currently serves on the Boards of Merseyrail and Caledonian Sleeper for Serco plc, the Board of the Rail Delivery Group and is a non-executive Board member for Transport for Wales Rail. He is also the Chair of the National Transport Authority, Ireland.
He is Chair of the North East Ambulance Service NHS Foundation Trust and a non-executive Director on the Board of UKROEd, the National Driver Offender Retraining scheme.
Peter is a BA Honours graduate in geography from Durham University and a Member of the Chartered Institution of Railway Operators.
Sara Turnbull
Sara Turnbull is a Chartered Environmentalist with an MSc in Environmental Architecture with a focus on establishing and transforming a wide range of social enterprises in the community, environment and creative sectors. Sara is currently Director of WorkWild and ReStage and a trustee of the Cyfarthfa Foundation.
Sara was also Chair of the Mayor of London's Workspace board, a non-executive director of Covent Garden Market Authority and Interim CEO of the Creative Land Trust and CEO of Bootstrap Company. Sara is the co-author of 'Better Off Working Wild'.
Remuneration of board members
The basic fee is £16,000 per annum. Additional fees are paid for each appointment to a Committee or Panel, up to a maximum payment of £20,000 per annum.
The additional fees are paid at the rate of £1,000 per annum as a member and £2,000 per annum as the Chair, of a Committee or Panel. Members are also entitled to receive free travel on TfL transport business areas. No allowances are paid to members.
Any expenses claimed by members, in relation to fulfilling their role as a TfL board member, will be published on the board members page, along with details of any gifts or hospitality received.
